Ameryllis Petway

Business Analyst

Current Engagement

Ameryllis serves as a business analyst for the Veterans Health Administration Veterans Point of Service project where she provides expertise of business modeling and program requirements relative to the development of process models, use cases, and system/software design and testing. As a business analyst, Ameryllis provides expertise relative to healthcare best practices and benchmark information of community facilities. In addition, Ameryllis developments and gathers requirements within an Agile environment, analyzes business requirements, functional requirements and develops test cases.

Background

Amy provides program management support for the DoD Charge and Payment Card Analytical, Technical and Program Support services contract. Amy works with clients on annual updates to the DoD Government Charge Card Guidebook and Purchase Card Management Plan and supports various stakeholder meetings.

Bill Kley (Retired)

Bill joined Sterling Heritage in 2007 to support the Commission on Army Acquisition and Program Management in Expeditionary Operations to examine the in-theatre system for acquisition and contracting. Subsequently, Bill supported the Office of the Secretary of Defense's (OSD) Director for Procurement and Acquisition Policy, providing initiatives for contracting in a combat/contingent environment (C3E).

Background

Bill is an experienced acquisition professional and manager with more than 30 years of direct, hands-on experience in acquisition and contracting. For almost two decades, Mr Kley served in a senior acquisition policy and contracting position in the Office of the Deputy Assistant Secretary of the Army where he advised and assisted Army elements in all aspects of contracting matters, assured the application of competition initiatives, and participated in the development, coordination, and dissemination of procurement policy. Prior to his position in the Army, Bill served a procuring contracting officer at the Naval Air Systems Command for for the AV-8B Harrier aircraft including the 25 mm Gun-Pack, Gas Turbine Starter/Auxiliary Power Unit (GTS/APU), Angle Rate Bombing Set (ARBS), and test equipment.

Additional Information

Bill is a Certified Acquisition Professional – Level III in Contracting and Certified Acquisition Professional – Level III Program Management. Bill was the recipient of numerous awards including the Army Achievement Medal for Civilian Service.

Tre’ is the Executive Director of Jackson-Inner-City-Gardeners (JIG). JIG’s mission “Building a Sustainable Food System While Developing Youth”. JIG provides mentoring and leadership training to a diverse group of young men from the community who support sustainable agriculture that increases access to healthy, locally grown food. As Executive Director, Tre’ manages the day to day operations including coordinating activities for the urban farm on 19 acres of property in Jackson, MS. Tre’ also teaches organic farming at local and speaks around the state about sustainable agriculture.

Gregory Plasters

Purchase Card Consultant

Greg provides support to the Purchase Card program and was the functional expert responsible for documenting the Purchase Card Process in Release 10.0 of DoD’s Business Enterprise Architecture, (BES) and is currently supporting efforts to have the Miscellaneous Payment Process documented in Release 11.0 of the BEA along with improving the Procure to Pay process starting with requirements development to contract closeout.

Greg Plasters has over 34 years of experience and expertise in DoD Financial Management and Acquisition/Procurement processes. He has over 15 years of financial management experience at Army Installation and MACOMs. Mr. Plasters served on the Contract Pay Corporate Information Management group, (An OUSD(C) effort to improve the contract pay process.) He then became the OUSD(C) representative on the DFARS Financial Committee, where he was instrumental in developing contract financing and payment policy. Greg was responsible for the development and submission to Congress the DoD’s implementation plans required by Congress for complying with “Pre-validation of Disbursements to Obligations prior to Disbursement. The initial Law and subsequent amendments were designed to assist the DoD in the elimination of unmatched disbursements. As a member of the DPAP-PDI staff, Greg was responsible for the day to day oversight of DoD’s Purchase Card Program, developed the first two releases of the Purchase Card Data Management Strategy, and updated critical Internal Controls that improved risk management of the card program. He was also critically involved in the development and initial fielding of the Purchase Card On Line System (PCOLS). He oversaw the development and coordination with all DoD Components the first ever published DoD wide Miscellaneous Payment Guide.

Lou Gaudio is the president of Sterling Heritage Corporation, which he founded in 2000 for the purpose of helping Federal organizations implement complex programs, policies, and improvement initiatives.

Background

Prior to establishing Sterling Heritage in 2000, Mr. Gaudio served in Office of the Under Secretary of Defense (Acquisition, Technology & Logistics) where he played a key role for many years in initiatives to simplify the way the Government acquires commercial products and services. These efforts culminated with enactment of Title VIII of the Federal Acquisition Streamlining Act (FASA) and Mr. Gaudio was primarily responsible for drafting the implementing regulation in Part 12 of the Federal Acquisition Regulation.

Mr. Gaudio has served as a program manager at the Logistics Management Institute and in acquisition policy positions in the Office of the Assistant Secretary of the Army (Research, Development and Acquisition), the U.S. Army Materiel Command, and the U.S. Naval Air Systems Command. He has also served as a legislative aide to Congresswoman Barbara B. Kennelly, as a lobbyist for the Connecticut Conference of Municipalities, and as an adjunct professor at the Naval Postgraduate School.

Additional Information

Mr. Gaudio was a 1981 Presidential Management Intern. He has attended executive courses at the Center for Creative Leadership, the Darden School of Business, the Federal Executive Institute, and the Kennedy School of Government.
