should precede the onset of major site work.
The field management team together with its systems
and processes should be in place well in advance of the build-up of field
work.
Sterling Heritage provides
our clients with the opportunity to
simplify its overall operation by moving
payroll and human resources management and day-to-day field construction
management activities to a subcontractor that can perform these valuable
functions for the project.
By doing so, the client will transfer a large human
resources management component and day-to-day field construction management
activities.
The Sterling
Heritage team combines local, regional and national experience and expertise
to projects, bringing extensive skill and expertise in construction and
construction management, architectural design, civil design, project and
program management, human resources management, payroll management and
administration. We also bring extensive, high level expertise in transit and
transit-related construction, construction management, contracting and
acquisition, dispute avoidance and dispute resolution and program management
issues. We bring a wealth of strong, well focused strengths and abilities to
the table that bear precisely on the needs of the project.
Field Management
Sterling Heritage has
systems and processes in place, or readily put in place, for Field
Management.
The below list of functional operations and areas covers a
broad range of matters associated with management of major construction in
the field. We are proposing that it is of definite advantage and clearly in
the nature of risk management and mitigation to make contractual
arrangements with the Sterling Heritage Team to undertake staffing and
actual field management on this Project. The more knowledge, experience and
wisdom that are applied to the management issues, the greater the likelihood
of successful project completion. We are committed to practicing good
management and developing low risk solutions to problems in real time.
1.
Contract
Interpretation/Claims and Changes.
The Sterling Heritage team proposes its extensive, high level working
experience in the interpretation of construction and construction-related
contracts as well as extensive experience in change management, claim
evaluation and change negotiation. Sterling Heritage supplies a highly
skilled and motivated presence on site to deal with and manage these issues.
2.
Correspondence and filing. The
Sterling Heritage Team will install a system of filing and correspondence
handling along the lines of the WMATA system that is designed to rapidly
respond to correspondence and to create accurate and orderly files for
day-to-day and long term applications.
3.
Office
management. Our Team will supply
an experienced and talented presence to the site in the form of individuals
(Resident Engineers and Office Engineers) who will establish and maintain
proper office management protocols for construction field offices involving
such matters as correspondence, record keeping, personnel records and time
keeping, contract records, project progress, etc.
4.
Payment
process. Our Team will
immediately put in place a payment and payment estimate process for
contractors and subcontractors in the construction process. We will use
standard accounting software to support this function.
5.
Field
monitoring and recording (IDRs, etc.).
The Sterling Heritage Team will install a process for monitoring and
recording field conditions and field progress using standard forms and
formats such as Inspector’s Daily Reports (IDRs) Records of field activity
are the basis of many progress and schedule reports as well as management
decisions.
6.
Quality
monitoring. The Sterling Heritage
Team will put in place a Quality Assurance/Quality Control program along the
lines of that used by WMATA, and other major transit properties, to monitor
and assure that quality standards and contract requirements are continually
met during the progress of construction.
7.
Periodic
reporting. We will develop a set
of standard reports of field activity, such as Claims and Proposed Changes,
Contract Modifications, Work Progress and Percent Complete, Contract (or
Subcontract) Financial Information and Estimates to Complete as are
necessary to accomplish our field management obligations. Our Team will also
work with the client to develop a set of standard periodic reports that are
necessary to keep the client management apprised of all aspects of field
construction and construction management.
8.
Contract
Administration. The Sterling
Heritage Team is heavily qualified in matters of sound contract
administration, from simple record keeping and filing to analysis of complex
contractual issues. We will put in place a process for sound, real time
administration of all contractual matters and will monitor the health of
contracts and subcontracts on a continuing basis.
9.
Safety.
The Sterling Heritage Team will
smoothly and efficiently install a Safety program that will be held in place
through the diligence of Resident Engineers and other hard hats in the field
to assure a safe and efficient field environment. We are committed to
